Recently the latest building codes include energy usage. It is the INTERNATIONAL ENERGY CONSERVATION CODE 2015 IECC. It mandates that all roofs, walls, and foundations require a minimum thermal resistance or R-Value. This is now required on all commercial and industrial buildings, including ALL Government and Public buildings.
In the past, the majority of these buildings where built using a small amount, or even no insulation at all.
